INCIDENT SUMMARY AND STATUS (as of Oct. 28, 2026) - U.S Courts News Post on October 15, 2026, regarding BNC Service Disruption: https://www.uscourts.gov/data-news/judiciary-news/2026/10/15/cybersecurity-incident-disrupting-bankruptcy-court-operations
The Bankruptcy Noticing Center (BNC) experienced a nationwide service disruption between October 6, 2026, and October 26, 2026, affecting all U.S. Bankruptcy Courts. The disruption interrupted the BNC's processing and delivery of notices and orders issued by the Court during that time period. As a result, parties who ordinarily receive notices and orders through the BNC may experience delays in receiving those affected documents.
The disruption did not affect the electronic delivery of Notices of Electronic Filing (NEFs).
On October 22, 2026, the Judicial Conference issued a Federal Bankruptcy Rules Emergency - See the Court's Notice Regarding the Rules Emergency Declaration for more information.

The BNC Service Disruption also affected the ability in CM/ECF to produce the address matrix printout, known in CM/ECF as the "List of Creditors" printout. The List of Creditors functionality was unavailable due to the BNC Service Disruption. Parties were instructed to confirm service requirements to ensure that notice is provided to all appropriate parties in interest and creditors.
CREDITOR LIST: CM/ECF Filers seeking to serve pleadings and delegated notices/orders may access a creditors list with addresses within a case through the following process:
- Select “Query” from the top menu in CM/ECF.
- Input the case number and select the “Run Query” button.
- Select the “Creditor” link.
- The next screen will ask what Creditor type that you are searching. You may leave the “Creditor type” selection blank and select “Run Query” to list all creditors.
- The next screen will display the list of the creditors and addresses to assist with service.
Please note that the creditors list printout using this method does not include all other interested parties to a case, such as the debtor(s), trustees, the U.S. Trustee, or other counsel that have entered an appearance.
PARTY LIST: CM/ECF Filers may access a party list with addresses in CM/ECF through the following process:
- Select “Query” from the top menu in CM/ECF.
- Input the case number and select the “Run Query” button.
- Select the “Party” link.
- The next screen will display the list of case participants and addresses to assist with service.
ATTORNEYS, TRUSTEES, AND CM/ECF FILERS
- Court dockets and claims registers remain fully functional, notwithstanding the unavailability of the List of Creditors function.
- Notices of Electronic Filing (NEFs) continue to be distributed and received via email.
- Please review your case dockets directly via PACER or CM/ECF to verify hearing dates, deadlines, and entry of orders.
- Accessing Matrices: If you require a case's mailing matrix to execute service, the external BNC/NCRS portal and the internal CM/ECF "List of Creditors" utility are unavailable throughout the BNC Service Disruption. Instead, you must review the court docket directly to locate the debtor's originally filed creditor matrix or list of creditors and review it in conjunction with the Creditor list and Party list functionality described above.
Any party with a CM/ECF Limited User account (i.e., creditors) that does not receive electronic service and notice may consent and request to receive electronic service and notice through the Court's Electronic Notice and Service Program. Click the link for more information.
FOR SELF-REPRESENTED DEBTORS AND UNREPRESENTED CREDITORS
If you do not have a CM/ECF login and normally receive your court notices in the mail, please check the Court Hearings Calendar to verify upcoming hearing dates and times online.
For any party who is not a CM/ECF Filer and must be provided service of any pleading or other document by mail, the Court has available an Electronic Notice and Service Program. The Electronic Notice and Service Program provides parties who are not eligible for CM/ECF Filer accounts to electronically receive service and notification of documents filed in bankruptcy cases and adversary proceedings. See the Electronic Notice and Service Program page for more information.
