BECOMING A MEMBER OF THE FEDERAL BAR FOR THE DISTRICT OF CONNECTICUT:
Other than the specific allowances for Federal Government Attorneys and Visiting Attorneys referenced below, in order to practice before the U.S. Bankruptcy Court for the District of Connecticut, an attorney must be admitted to the Federal bar for the District of Connecticut. The application process to become a member of the Federal bar in Connecticut is administered by the U.S. District Court for the District of Connecticut. PLEASE NOTE: Once admitted to this bar, a $50 annual registration fee is required to maintain admission here. The $50 annual registration fee is required even for counsel that primarily practice before the U.S. Bankruptcy Court.
INTER-DISTRICT TRANSFERS
When a case is transferred here from another district, counsel is not automatically added to our case. Counsel not admitted in our District will be notified to comply with D. Conn. L. Civ. R. 83.1 for admission to this District.
FEDERAL GOVERNMENT ATTORNEYS
Attorneys employed by a Federal Government Agency (i.e. Office of the United States Trustee, Social Security Administration, Internal Revenue Service) may apply for e-filing privileges in the District of Connecticut without applying to become a member of the Federal bar for the District of Connecticut (as described above) or without complying with the D. Conn. L. Civ. R. 83.1(e), "Visiting Attorney" (as described below).

Here are instructions on submitting a PACER request:
- Log on to your PACER account at https://pacer.psc.uscourts.gov/pscof/login.xhtml.
- Then click on the “Maintenance” tab.
- Then on “Attorney Admissions / E-File Registration”
- Complete all the prompts for U.S. Bankruptcy Court and District of Connecticut
- Then select "Federal Attorney", and complete the rest of the prompts.
Your request is then transmitted to the District of Connecticut for approval and activation.
VISITING ATTORNEYS (Pro Hac Vice appearances - see D. Conn. L. Civ. R. 83.1(e)):
Admission of visiting attorneys (pro hac vice) is governed by D. Conn. L. Civ. R. 83.1(e).
A member of the Bar of this Court (Sponsoring Attorney) must file a motion for a visiting attorney to appear pro hac vice. The Sponsoring Attorney must electronically file the motion using our CM/ECF system. The fee for pro hac vice admission is $200.00, which is paid electronically within CM/ECF while filing the motion.
Once the Court has granted the motion, the visiting attorney must
- submit a pro hac vice registration form (ECF Form 1a), AND
- submit a request through his/her PACER account for "Pro Hac Vice"/Filer privileges.
